    According to reports, the man suspected of being affiliated with CyberArmy of Russia Reborn (CARR) and Z-Pentest was arrested in March following an FBI tip-off. He is also believed to have assisted a Ukrainian hacker in fleeing to Russia via Poland and Belarus, which further raises concerns about his alleged involvement with pro-Russian hacktivist groups.

    The arrest is significant as it highlights the growing threat posed by pro-Russia hacktivists, who are known for conducting low-impact DDoS attacks. However, as Jonathon Ellison, NCSC director of national resilience, pointed out, these attacks can have a significant impact on critical infrastructure and essential services that people depend on every day.

    CARR has been active since at least 2022 and was tied to attacks on US and European water facilities earlier that year. The group gained access to the SCADA system of a US energy company, which allowed them to control alarms and pumps connected to tanks. Yuliya Vladimirovna Pankratova and Denis Olegovich Degtyarenko were sanctioned after CARR was linked to these attacks.

    Separately, pro-Russia Ukrainian hacktivist Victoria Eduardovna Dubranova was extradited to the US late last year after being charged with offenses related to attacks carried out by CARR and NoName057(16). These attacks targeted public and private organizations, NATO countries, and those whose interests do not align with Russia's.

    The arrests come as authorities continue their efforts to disrupt Russian state-sponsored cyber threats to the United States and its interests abroad. The FBI's Cyber Division said in a statement that Operation Red Circus is targeting and arresting individuals for their roles in hacktivist groups such as CARR to mitigate planned, malicious cyber-campaigns.
