  • In a groundbreaking effort to bolster the security of rural water systems across the United States, DEF CON hackers have collaborated with the National Rural Water Association (NRWA) to launch the Water Watch Center. This novel initiative brings together managed detection and response providers, digital twins, and AI agents to create a comprehensive cybersecurity framework for small water utilities serving fewer than 10,000 people.

    According to Jake Braun, co-founder of the Franklin project, the organization had previously observed that there was a lack of scalable delivery mechanisms for cyber security in rural water systems. By employing managed security service providers (MSSPs) and leveraging digital twins, AI agents, and collaboration with the NRWA, DEF CON has developed an innovative solution to address this pressing issue.

    The Water Watch Center is structured as a pyramid, with the NRWA at the top, MSSPs providing threat detection and response services, and Franklin volunteers working alongside MSSPs to fix issues or respond to instructions as needed. The program aims to expand to 10 providers in the near future, based on the 10 CISA regions.

    In recent weeks, suspected Iranian hackers have targeted numerous water systems in the US, resulting in digital disruptions. While these attacks were not facilitated by AI, both cyber and national security experts acknowledge that it is only a matter of time before AI plays a more significant role in such assaults.

    The Water Watch Center has partnered with Vanderbilt University to apply research from the DARPA Cyber Agents for Security Testing and Learning Environment (CASTLE) program. This collaboration will create digital twins for select water and wastewater system environments, allowing researchers to deploy both red- and blue-team agents across these digital duplicates. The goal of this exercise is to test the capabilities of AI-based defense systems for water and wastewater facilities across the US.

    Braun emphasized that there is an acute shortage of cyber professionals in the United States, with estimates suggesting a 500,000-person shortage. As a result, he argued that traditional methods of combating AI attacks are insufficient, and alternative solutions such as the Water Watch Center must be explored.

    In light of these concerns, the DEF CON Franklin project has announced plans to create digital twins for several water and wastewater systems, utilizing red- and blue-team agents to test the capabilities of automated detection and response tools. This exercise aims to train AI-based defense systems to combat potential cyber threats in a controlled environment before deploying them across the country.
