According to the researchers, AI agents abound, unbound by rules or safety disclosures, posing a significant risk to individuals and organizations alike. The authors of the study observed that despite growing interest and investment in AI agents, key aspects of their real-world development and deployment remain opaque, with little information made publicly available to researchers or policymakers.
This lack of transparency is concerning, as many AI agents are being deployed across contexts that vary widely in consequence, from email triage to cyber espionage. The study found that 24 out of 30 agents studied were released or received major feature updates during the 2024-2025 period, with developers often prioritizing product features over safety practices.
Furthermore, the researchers noted that established web protocols may no longer be sufficient to stop AI agents from ignoring the Robot Exclusion Protocol (Robots.txt files) used to signal no consent to scraping websites. The study observed that only four of the 13 agents exhibiting frontier levels of autonomy disclosed any agentic safety evaluations, with developers of 25 out of 30 agents providing no details about safety testing and 23 offering no third-party testing data.
Moreover, most AI agents rely on a handful of foundation models, which are often harnesses or wrappers for models made by Anthropic, Google, and OpenAI. This dependence creates a series of dependencies that are difficult to evaluate, as no single entity is responsible.
The study also revealed that enterprise assurance standards are more common, with only five out of 30 agents having no compliance standards documented. However, this does not alleviate concerns over the lack of safety frameworks in many AI systems.
